Until server-sent CSM and verifying of 'builtin' are complete, make 'LOAD_CLIENT_MODS' disable the loading of builtin. Clarify code comments and messages to distinguish between client-side modding and client-side scripting. 'Scripting' includes 'builtin', 'modding' does not.
